| Job Description | DEPUTY DIRECTOR, INTERNAL AUDIT AND RISK - KNCHR 3 REF: KNCHR/ADM/ DDIR/02/08/2026 Reports to: Functionally to the Commission’s Audit & Risk committee and administratively to the Secretary to the Commission/CEO. Direct Reports : Assistant Director Audit & Risk Management Indirect Report: Senior Internal Audit & Risk Management Officer, Internal Audit & Risk Management Officer Duration: 5 year Contract (Renewable) Duty Station: Nairobi with occasional Travel Gross Salary: Kshs.281,950 Other Benefits: Medical cover, Group life Insurance and WIBA. Job Purpose This position is responsible for providing strategic leadership and oversight in the development, implementation and evaluation of policies, procedures, plans, strategies, standards and guidelines relating to the functions of the Internal Audit & Risk to enhance the effectiveness and efficiency of the Commission’s mandate. Key Responsibilities/ Duties / Tasks I. Managerial / Supervisory Responsibilities a. Oversee the formulation, implementation and review of internal audit policies required to perform independent assessment of systems, controls and efficiencies in pursuit of the achievement of the Commission’s strategic goals. b. Oversee the implementation of all division’s programs to enhance the strategic goals and mandate of the Commission. c. Oversee the preparation of statutory and compliance reports in order to provide recommendations. d. Provide oversight on the review of the Commission’s risk management framework. e. Coordinate the development of the division’s budget. f. Undertaking the implementation of the Commission’s human resource functions g. Provide leadership in fostering synergy, communication and complementarities in the operations, interventions and strategies within the Commission to ensure effective delivery of the its mandate. h. Develop, implement, and maintain a quality assurance and improvement program that covers all aspects of the internal audit and Risk Division II. Operational Responsibilities / Tasks a. Provide secretarial services to the Audit & Risk Committee in line with relevant laws, policies, and guidelines. b. Report on the implementation of Audit & Risk Committee recommendations in order to ensure compliance with the Commission’s decisions. c. Coordinate special projects including investigations into incidents of fraud and other irregularities as well as process re-engineering to ensure adequate response to emerging business risks. |
| Job Specification | Job Competencies (Knowledge, Experience and Attributes / Skills). Academic qualifications a. Master’s Degree in any of the following; Commerce, Accounting, Business Administration, Finance or equivalent from a recognized institution b. Bachelor’s degree in any of the following disciplines: Commerce (Accounting or Finance option), Business Administration (Accounting or Finance option), Business Management (Accounting or Finance option), Actuarial Science or equivalent qualification from a recognized institution. Professional Qualifications / Membership to professional bodies a. Certified Public Accountant (CPA) K and must be registered member in good standing with the Institute of Certified Public Accountants of Kenya (ICPAK) or Certified Internal Auditor and in good standing with the Institute of Internal Auditors. Certified Information Systems Auditor (CISA) shall be an added advantage. b. Certificate in Strategic Leadership Development Program skills from a recognized institution course lasting not less than six weeks from Kenya school of government or its equivalent. Previous relevant work experience required. 8 years relevant experience of which 3 years at supervisory level. Functional Skills, Behavioral Competencies/Attributes: a. Leadership skills, b.
