Duration: 5 year Contract (Renewable)
Duty Station: Nairobi with occasional Travel Gross Salary: Kshs.281,950

Job Specification

Job Purpose

The Deputy Director Finance and Accounts will be responsible to the Director Corporate Services for coordination of all Finance and Accounting activities at the Commission. This position is responsible for the formulation of the Commission’s finance and accounting policies, budgetary control policies to ensure the prudent management and utilisation of the Commission’s financial and physical resources and the compliance with all legislative and regulatory.

Key Responsibilities/ Duties / Tasks

Managerial / Supervisory Responsibilities

·       Formulating, implementing and reviewing the Commission’s financial and accounting policies, standards guidelines and procedures.

·       Advising the Commission on financial matters and accounting matters.

·       Ensuring compliance with Public Finance Management Act, Public Finance Management Regulations and other government financial regulations, guidelines and policies.

·       Coordinating preparation of the commission’s budgets and plans.

·       Ensuring prudent management and utilization of the Commission’s financial resources as per set financial policies, regulations, guidelines and procedures.

·       Ensuring adherence to the Commission’s budgetary allocation.

·       Ensuring adherence to financial management guidelines, systems, standards and procedures.

·       Ensuring financial records are maintained in compliance with accepted policies and procedures.

·       Analysing and advising on revenue and expenditure trends, financial commitments and futures revenues.

·       Monitoring financial performance of the commission and making appropriate recommendations.

·       Performing periodic review and analysis of financial reports obtained from regional offices.

·       Coordinating   preparation      and      dissemination  of         financial            management reports/statements/accounts and statutory reports.

·       Coordinate the development and utilization of the division’s budget.

·       Undertaking the implementation of the Division’s human resource functions.

 

Operational Responsibilities / Tasks

·       Review the performance budget and explain variances sighted for the commission’s accountability measures.

·       Oversee the preparation of the commission’s quarterly, annual, statutory and special financial reports for presentation to statutory bodies, ,to the board, for management use, for special committees and parliament.

·       Advise the commissioners on financial matters to gain approval on planned budgetary requests from the National Treasury.

·       Promote best practices such as IFMIS, in financial operations and procedures in compliance to stipulated finance guidelines set by The National Treasury.

·       Authorize payments and imprest warrants for all departments in line with national budget allocations.

·       Providing technical support in negotiations on resource mobilization /Fundraising.

·       Prepare and present the commission budget and reports through the various stages of the budget making process which include the National Treasury and the National Assembly for the financial accountability on the commission spend.

·       Represent the Commission in external meetings at The National Treasury and the Development Partners to discuss the commission financial strategy.

·       Prepare the commission’s annual and supplementary budget and estimates to be presented to the commissioners for approval before presentation to parliament.

·       Provide finance forecast and budget support to the senior managers of the commission to manage financials and anticipate revenue projections in all areas.

·       Budget reviews for funds utilization across departments in the commission to check variances for control of misuse of money and cost inflation.

·       Coordinate external audits and respond to audit queries and the other financial reviews by external parties as a control measure for the preservation of institutional integrity (liaising with National treasury and other financial partners. Implement audit recommendations on financial management.

Working Conditions

The job holder has normal office facilities which may include own office with desk, access to a telephone line with the outside world

 

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

·       Master’s Degree in any of the following; Commerce, Accounting, Business Administration, Finance or equivalent from a recognized institution

·       Bachelor’s degree in any of the following disciplines: Commerce (Accounting or Finance option), Business Administration (Accounting or Finance option), Business Management (Accounting or Finance option), Economics, Actuarial Science or equivalent qualification from a recognized institution.

·       Professional Qualifications / Membership to professional bodies

·       Part III of Certified Public Accountant (CPA) K and must be registered member in good standing with the Institute of Certified Public Accountants of Kenya (ICPAK).

·       Certificate in Strategic/Leadership Management skills from a recognized institution or Certificate in senior management course lasting not less than four weeks from Kenya school of government of its equivalent.

·       Previous relevant work experience required.

·       8 years of service in a comparable position from a reputable organization
