Job Description

1. DEPUTY DIRECTOR – ECONOMIC, SOCIAL AND CULTURAL (ECOSOC) RIGHTS (KNCHR 3 / JOB GROUP R)

REF: KNCHR/ADM/DD, ECOSOC/01/12/2025

Reports to: Director, Research Advocacy and Outreach
Direct Reports: Assistant Director(s), Senior ECOSOC Officers, ECOSOC Officers
Duration: 5-Year Contract (Renewable)
Duty Station: Nairobi (with occasional travel)
Gross Salary: Kshs. 281,950

Job Purpose

This position provides leadership in conceptualization, planning and implementation of programmes that advance the realization of Economic, Social and Cultural (ECOSOC) rights in Kenya. The successful candidate will head the ECOSOC Division within the Directorate of Research, Advocacy and Outreach.


Key Duties and Responsibilities

Strategic & Leadership Responsibilities

  • Conceptualize and formulate strategies and interventions to enhance the Commission’s ECOSOC rights mandate.

  • Provide leadership in the analytical and strategic direction of the division, overseeing implementation of ECOSOC rights programmes.

  • Ensure operationalization of the Commission’s mandate on ECOSOC rights.

  • Conduct quality control for division outputs including publications, reports and advisory briefing papers.

  • Provide overall leadership in managing the division’s human and financial resources, including budget development.

  • Oversee financial management and ensure effective utilization of the division’s resources.


Operational Responsibilities

  • Establish and maintain partnerships with ECOSOC-related stakeholders in the public and private sectors.

  • Conceptualize and oversee implementation of ECOSOC projects and activities aligned to the Commission’s strategic goals.

  • Collaborate with other Commission divisions to enhance public awareness on ECOSOC rights.

  • Develop and operationalize a monitoring and implementation framework for ECOSOC rights across institutions.

  • Allocate duties, supervise staff and manage performance for optimal delivery of the division’s mandate.

  • Prepare, review and submit work plans, budgets and reports to the Director, Research, Advocacy and Outreach.

  • Conceptualize and prepare funding proposals for ECOSOC-related initiatives and oversee expenditure approvals.

  • Mentor and coach officers within the division.


 

Job Specification

Experience and Minimum Qualifications

  • Master’s degree in International Relations & Diplomacy, Law, Social Sciences or an equivalent qualification from a recognized institution.

  • Minimum eight (8) years relevant experience, including three (3) years at a senior supervisory level.

  • Strategic Leadership Development Programme certificate (minimum 6 weeks) from a recognized institution — mandatory.

Skills and Competencies

  • Ability to build and lead cohesive teams.

  • Experience in conceptualizing and leading ECOSOC interventions.

  • Demonstrable knowledge in legislative review and policy formulation.

  • Strong leadership and strategic execution skills.

  • Data collection and analysis capabilities.

  • Legal analysis skills.

  • Knowledge of project management cycle and public administration.

  • Excellent organizational and problem-solving skills.

  • Strong communication (written and oral), interpersonal and negotiation skills.

  • Excellent IT proficiency in relevant software packages.

  • Must meet the requirements of Chapter Six of the Constitution of Kenya.
